Jakarta Custom Office Intensifies Crackdown on Illicit Cigarettes to Protect State Revenue and Legal Tobacco Industry

The Jakarta Regional Office of Customs and Excise has announced a sweeping intensification of enforcement operations aimed at dismantling the distribution networks of illicit cigarettes across the capital region. This strategic crackdown comes as authorities warn that the proliferation of untaxed and unregulated tobacco products poses a severe threat not only to national fiscal revenue but also to fair market competition and the long-term viability of the legal tobacco manufacturing sector.

The illicit trade of tobacco products has emerged as a critical socio-economic challenge in Indonesia, undermining regulatory frameworks designed to protect public health and ensure equitable taxation. By evading excise duties, counterfeit and un-stamped cigarette manufacturers are able to flood the market with significantly cheaper alternatives, undercutting legitimate businesses that strictly comply with national tax obligations. In response, regulatory bodies, industrial stakeholders, and regional governments are forging a unified front to safeguard the legal tobacco ecosystem, which spans millions of workers, agricultural suppliers, and retail networks.

Detailing the heightened enforcement strategy, the Head of the Jakarta Customs and Excise Regional Office, Hendri Darnadi, emphasized that tobacco remains one of the most critical commodities contributing to state revenues through excise duties. Consequently, the widespread circulation of illegal cigarettes directly erodes fiscal income while destabilizing the industrial ecosystem.

"Moving forward, we are fully committed to strengthening our supervisory mechanisms based on a robust risk-management framework, conducting more prudent intelligence operations, and enhancing inter-agency collaboration," Hendri stated in an official release.

Hendri pointed out that the presence of illicit goods distorts market dynamics, creating an unfair competitive landscape that penalizes compliant business entities. Protecting the legal tobacco industry is not merely a matter of revenue collection, he argued, but a crucial necessity for maintaining a healthy business climate, safeguarding employment opportunities, and providing operational certainty for investors and manufacturers who adhere to the law.

As part of these preventive measures, the customs office is heavily promoting public awareness campaigns. "We also hope and actively invite the public and business actors to jointly support the ‘Gempur Rokok Ilegal’ (Crush Illegal Cigarettes) movement. Do not buy, sell, store, distribute, or consume illegal cigarettes," Hendri urged.

Industrial Contraction and Supply Chain Vulnerabilities

The adverse impacts of the illegal trade extend far beyond immediate tax shortfalls, severely impacting the broader industrial landscape. Yulia Astuti, Secretary of the Directorate General of Agro Industry at the Ministry of Industry, highlighted that the proliferation of illegal cigarettes inflicts systemic damage on the legal tobacco industry across its entire supply chain, from upstream agricultural production to downstream distribution networks.

According to data compiled by the Ministry of Industry, domestic legal cigarette production has experienced a noticeable downturn, registering a contraction of approximately 3 percent. This decline is starkly reflected in the performance metrics of the Gross Domestic Product (GDP) sector associated with tobacco products. In 2024, the sector’s growth stood at a modest 3.49 percent, before plunging into negative territory at minus 1.37 percent, and further contracting to minus 1.96 percent by the second quarter of 2026.

"In alignment with these figures, state revenue originating from tobacco excise duties has also been severely impacted, largely driven by the surge of illicit cigarettes witnessed over recent periods," Yulia explained.

The human cost of this industrial contraction is particularly alarming. The legal tobacco industry and its affiliated sectors collectively absorb more than six million workers nationwide. As production volumes shrink, manufacturers are often forced to implement cost-cutting measures, including reduced working hours, mandatory furloughs, and, in severe cases, mass layoffs.

Furthermore, the repercussions ripple down to the agricultural sector, specifically tobacco farmers. Reduced domestic manufacturing output directly translates to a diminished demand for raw leaf tobacco, threatening the livelihoods of farming communities in major agricultural hubs. Given these far-reaching implications, Yulia stressed that the eradication of illegal cigarettes cannot be achieved by a single agency alone, necessitating active vigilance and reporting from the general public.

Regional Fiscal Implications and Tax Targets

The negative externalities of the illicit tobacco trade are also felt acutely at the local government level. Elvarinsa, Vice Head of the Jakarta Provincial Regional Revenue Agency (Bapenda), underscored the importance of robust enforcement in protecting regional financial streams, noting that legally distributed cigarettes contribute significantly to local budgets through dedicated tobacco taxes.

Under current fiscal regulations, the regional tobacco tax is established at 10 percent of the central government’s excise collection. For the fiscal year 2026, the Jakarta Provincial Government has set an ambitious target of generating Rp1.1 trillion from this specific revenue stream. However, the widespread availability of untaxed products directly undermines these projections by cannibalizing the market share of legal products upon which regional taxes are levied.

"We sincerely hope that intensified enforcement actions against illegal cigarettes will directly contribute to bolstering our regional revenues, particularly within the category of tobacco taxes," Elvarinsa remarked. She reiterated that sustained market surveillance and inter-governmental cooperation are indispensable tools for securing local fiscal health against the backdrop of broader macroeconomic pressures.
